What is an eLearning authoring tool?
An eLearning authoring tool is software used to create digital learning content without building every page, interaction and tracking function from raw web code. It gives course creators reusable blocks or screens for text, media, questions, scenarios and navigation.
The finished course may be published as SCORM for an LMS, as standalone web content, or in other formats depending on the tool.
Authoring tool vs LMS
The authoring tool is where the learning experience is created. The learning management system is where organisations typically assign, deliver and record learning.
Some products combine both functions, but keeping the distinction clear helps when buying software: a beautiful course builder does not automatically provide enrolment and compliance reporting, while an LMS editor may not provide the authoring flexibility you need.
The main authoring approaches
Scroll-based tools produce responsive, web-like lessons and are efficient for readable, structured content. Slide-based tools give tighter control over sequence, placement and custom interactions. Some modern tools support both approaches.

Features that actually matter
- Authoring speed: can ordinary L&D users build and update content confidently?
- Assessment: can questions measure the outcomes you need?
- Accessibility: are keyboard use, semantic structure, captions and alternative text supported?
- Responsive output: does the course work across realistic learner devices?
- Publishing: does it export the SCORM version or other format your LMS requires?
- Review and maintenance: can teams control feedback, versions and future updates?
Do not choose by feature count alone
A long feature list can hide poor workflow. Test the tasks your team performs most often: build a realistic lesson, create an assessment, apply branding, preview mobile behaviour, export a package and make a post-review change.
Also test who will maintain the course six months later. A tool that only one specialist can operate may create unnecessary dependency for routine updates.
A practical evaluation scorecard
Score shortlisted tools against weighted criteria rather than impressions from demos. Useful categories include author experience, learner experience, accessibility, assessment, publishing compatibility, collaboration, governance, support and total cost.
Give more weight to requirements that would block delivery. If SCORM 1.2 compatibility is mandatory, for example, it should be a gate rather than a small bonus point.
Run a real pilot before buying
Rebuild one representative course or module in each serious contender. Include a question, media, an accessibility requirement, brand styling and the actual export process. Upload the result to your LMS and test completion and scoring.
A pilot exposes friction that comparison tables cannot: how quickly SMEs can review, whether responsive behaviour needs repair and how painful small updates become.
Choose for your operating model
The right tool for a solo instructional designer may be wrong for a distributed team of occasional authors. Consider who creates content, who approves it, how often courses change, what the LMS expects and how much design freedom is genuinely useful.
